Machine still broken since last weekend ??

The machine was out of order at Long Rock. Therefore I had to use my phone to book an hour. Using the machine would have cost me 90p using Just park on my phone cost me £1.40p (no insurance I assure you).

Spaces as usual quite small doors bang vehicles alongside. Plus this park has a cycle track running through it saw a child wobble and bang into bonnet of a car.
Considering parking used to be free then a £1 now £1.60 plus all the little add ons in the app unless you switch them off.
Not a great provision for the money charged.

I got distracted when I arrived and didn't pay for parking until about 1.15.
I was shocked when I got to my car as it had a penalty notice on it.
If I have to pay my fine can I get refund for the parking fee?
